I think this paper might be of use to you. It has information against the use of incinerators for CHP, ie that waste to heat is not a thought through sensible plan. It is not a sensible use of public money. We should trial a small scale recycling and alternative fuels PFI scheme that deals with waste and energy in more sustainable clean ways.
